Load only Bootstrap's dropdown plugin.

The bundled dist/js/bootstrap.js refuses to run on jQuery 4 (its
version check throws), and some of its other plugins call APIs that
jQuery 4 removed. Helios uses just the dropdown, which Bootstrap also
ships standalone as js/dropdown.js, free of both.
